Urbanisation in Zuid-Holland: making the choice between nature, housing and employment

The Dutch province of Zuid-Holland is not large enough to provide the space needed for housing and employment, and at the same time be able to offer optimal nature and landscape conservation and water protection. The conclusion that urbanisation in Zuid-Holland will require clear choices to be made here is reflected in a recent study carried out by the Netherlands Environmental Assessment Agency for Zuid-Holland.

Summary
This report describes four future spatial images for the province of Zuid-Holland. The Netherlands Environmental Assessment Agency (MNP) has developed these images on request of and in cooperation with Zuid-Holland for the provincial policy plan: ’Green space, Water and the Environment’. These spatial images are designed to reflect the most important long-term spatial issues for Zuid-Holland.

MNP employed a land-use modelling tool, called the ‘Land Use Scanner’, to continue on
from the worldviews in the ‘Sustainability Outlook’ and the elaboration of these into spatial images for the Netherlands in 2030. The data collected country-wide have been further refined by applying provincial data. Important input here comprised the development of regulations, the so-called guiding principles, in which desirable spatial development is described by the staff of the Department for Green space, Water and the Environment. Many of the maps supplied by the province were used for the modelling.
